PETALING JAYA: With the first phase of the Government Transformation Programme (GTP) having been successfully executed, the initiative now moves into second gear.
If GTP 1.0 was akin to kick-starting a dormant engine, GTP 2.0 will continue with the momentum built.
The
first phase of the programme in 2010 kick-started changes to the civil
service and government structure through the National Key Results Areas (NKRA).
The
second, from now until 2015, will build on the successes of the first
phase by deepening and broadening reforms to complete the transformation
of the civil service, according to the GTP Annual Report 2012.
“The
first horizon of the GTP may prove to be the most challenging of the
three, as the NKRA teams were charged with the monumental task of
introducing and inculcating the spirit of sustainable change within the
very foundations of the civil service,” it said.
The report added
that the task had not been easy with the NKRA teams reporting some
resistance from government bodies as anticipated, but concluded that GTP
1.0 had been successful.
“GTP 2.0 looks to further enhance and
build on the initiatives established in GTP 1.0 by synthesising lessons
learned with new targets to be attained over the next three years,” it
said.
